Land use and zoning permits for activities on all lands outside the Urban Growth Boundary of the three Cities: Partitioning; Property Line Adjustments; Conditional and Permitted Use Permits, Ag Exempt Permits; GIS mapping services; Wild and Scenic Waterways and Flood Zone Determination; Comprehensive planning and development; Rural Addressing.

The Planning Commission meets as needed. The meetings are held in the Jeanne E. Burch Family Services Building located at 401 Fourth Street; Fossil, OR, unless otherwise published in the newspaper of record.

The Planning Department strives to protect the agricultural and forest lands within the County while promoting responsible development for the benefit of landowners and the economic health of the county as a whole. Parties interested in building, development, or other actions governed by State statute and the local Wheeler County Zoning Ordinance are encouraged to call the County Planning Department and discuss regulations and possible options for consideration in an effort to promote healthy stewardship of lands within our County.

WHEELER COUNTY PLANNING COMMISSION NOTICE OF PUBLIC HEARING​​

​Wheeler County Planning Commission to conduct public hearing in order to consider Conditional Use Permit Application from Wheeler Soil and Water Conservation District (WSWCD). Subject parcel is a pre-existing 8.6 +/- acre parcel described as Tax Lot 1102 in Township 09 South, Range 23 East, Section 8. Parcel is owned by WSWCD. Application is described as follows:

1) Conditional Use Application for the placement of a manufactured dwelling to be used as office space for WSWCD until funding is secured and construction complete for the WSWCD Community Center approved via permit CUP-24-001 on May 15th, 2024.
​
2) Following the WSWCD Community Center being built the manufactured dwelling will be converted for community needs such as child care and meeting space.
​
These uses may be approved in the Exclusive Farm Use Zone under Wheeler County Zoning Ordinance 3.1(5)(g) in accordance with the requirements of WCZO 5.2 and 5.3 and WCZO 3.1(6)(j), and reviewed pursuant to WCZO 3.1(7).

The applications, supporting documents, and all evidence relied upon are available for inspection at no cost at the Wheeler County Community Development Department Office, Wheeler County Courthouse, 701 Adams Street, Fossil, OR 97830. Staff Reports will be made available for inspection at no cost seven days prior to the public hearing. Copies will be provided at a reasonable cost. Written testimony must be received before 3:00pm on the day of the hearing to be included in the official record.

Failure to raise an issue, in person or in writing, or failure to provide sufficient specificity to afford the decision maker an opportunity to respond to the issue precludes appeal based on that issue.
